First, sprinkle some grated cabbage into the bottom of each ramekin, filling the bottom 1/4 with cabbage. On top of the cabbage, place 1-2 fresh basil leaves. Then, using a ladle, fill the rest of the ramekin with the fish/egg mixture (to just below the rim).

Next, place the ramekins in a baking dish (a long glass cassarole dish works well). Pour some water into the bottom of the baking dish, so that water reaches halfway up the sides of the ramekins. Carefully set baking dish in a 375 degree oven for 45 minutes to 1 hour. Fish cakes are cooked when firm (and inserted fork comes out clean).
